1. Introduction : The Higher & Technical Education was a part of the erstwhile Department of Education. However, from 1st May, 1983, a separate Department was formed for Higher & Technical Education. Later on with effect from 1st October, 2004, the Technical Education was also detached from the Department of Higher Education. The Higher Education Department now caters to the overall development and maintenance of the Government Colleges and also assists the Secular Private Colleges and Government permitted Theological Colleges Financially.

3. Objective : To provide Quality Higher Education to students.

The decision making in respect of the Directorate of Higher Education is vested with the Addl. Director & HOD. This includes Administration, Academics & DDO powers.
Supervision : The works are decentralized. Eg:- An officer is given in charge of a specific branch.

As stated above, More so, Nagaland Higher Education Service Rules 203 is a Legal Documents, whereas Annual Administrative Reports published annually are not legal documents.

Presently, none as of now, there is no arrangement for direct consultation with or representation by, the members of the public in relation to the formulation of its policy or administration.

STATE EDUCATION COMMITTEE OF HIGHER EDUCATION

(i) Distribution of grant-in-iad to the govt. recognized Secular Colleges and Private
Theological colleges.
(ii) To consider for giving permission and No objection Certificate to applicants seeking for opening new Theological colleges and Secular private colleges respectively.
(iii) To take discussion onother academic matters and take decisions.

Advisory Committee and governing Body.
As per Nagaland University Ordinance, every govt. college is to constitute an Advisory Committee to look after the well-being of the college.
The Committee is constituted of not more than fifteen members which shall consist of among others, (1) Three teachers including Principal
(2) Two teachers of the University nominated by the Executive Council.
Similarly, in every private colleges a Governing Body is constituted as follows :-
Not more than fifteen persons approved by the Executive Council and including among others,
(i) two teachers of the University to e nominated by the Executive Council
(ii) three representatives of the teaching staff of whom the Principal of the college shall be one.

OPENING OF THEOLOGICAL COLLEGES
REVISED CONDITIONS APPROVED VIDE GOVT.S LETTER NO.EDS/SEC/2007-08 DATED KOHIMA THE 23RD AUGUST 2007 TO BE MADE EFFECTIVE WITH IMMEDIATE EFFECT:
GOVERNMENT OF NAGALAND
HIGHER EDUCATION DEPARTMENT
CONDITIONS TO BE FULFILLED BY AN APPLICANT TO GET PERMISSION FROM THE GOVERNMENT TO OPEN A THEOLOGICAL COLLEGE-
1. Application sseking permission to open a Theological college should be addressed to the Director,
Higher education, Nagaland, Kohima
1. Detail Project Report of the proposed college should be submitted which should also reflect the
following:
i) Names and address of the Members of the Sponsoring Body with Telephone numbers.
ii) Number of Buildings and classrooms in detail.
iii) List of office equipments, office furniture, classrooms furniture.
iv) Availability of Land, with Sale Deed and Patta. The land for the proposed college should at least have two acres.
v) If the proposed college is to be run in a permanent camus/site, give a detail sketch map of the campus with all the structures theon. Also include the photograph of the buildings and college campus.
vi) If the college is to be run in a rented buiding temporarily, attach a Registered Lease Deed to be executed with the competent authority.
vii) Recommendation of the District Planning and Development Board addressed to the Director, HE, with a copy of the meeting Minutes.
viii) Recommendation from the Nagaland Theological Colleges Asociation.
3. The college should have a Fixed deposit of Rs.5 lakh for a period of at least five years.
4. It should be a Registered Society under the Registration of Society Act 1860 as amended vide
Registration of Society (Nagaland First Amendment )Act, 1969.
5. It should be having at least 2000 volumes of Books in the Library.
6. The college must have the following categories of staff with the Degrees conferred by the following
Authorities:
NOTE : Degree from a recognized University/Authority means Degree given by: Senate of Serampore
University/Asia Theological Association (ATA)/Senate of India Institute of Missiology
( 11M)/Recognized Foreign Degrees. Nomination of students for the University of Hyderabad is
issued by us.
NOTE: Only Senate of Serampore degrees are recognized by Govt. of Nagaland for employment in the
State Govt. services.
BACHELOR OF THEOLOGY COLLEGE (B.TH):
i) Principal M.Th Degree
ii) Teaching Faculty : minimum of six full-time teaching staff, excluding
the Principal, having at least M.Th degree in different lines of study.
(or)
: Minimum of four M.Th degree holders and the remaining with B.D second
class B.Grade. All faculty members should abtain M.Th Degree within a
period of five years.
BACHELOR OF DIVINITY (BD)/MASTER OF DIVINITY (MDIV) & MASTER OF THEOLOGY (M.TH)-
B.D/M.DIV COLLEGE:
i) Principal : Doctorate degree
ii) Teaching Faculty : a minimum of eight teaching staff, excluding the Principal, of whom 25
percent should preferablyu have Doctoral degrees and the remaining with
M.Th degrees of Second Class in different disciplines.
M.TH COLLEGE : :
i) Principal : Doctorate degree
ii) Teaching Faculty : In addition to the requirements of the other levels, as institute desiring to
offer M.Th course should have at least to Doctoral degree holders in the
relevant courses being offered.
7. ADMISSION ELIGIBILITY OF STUDENTS :
B.TH.DEGREE COURSE : 10+2 with eligibility to enter a general Graduate degree course in a
University.
B.D/M.DIV DEGREE COURSE : A graduate degree in Arts/Science/ Commerce or a B.Th degree
with at least one year in some field of Christian ministry after
obtaining B.Th degree.
2. MINISTERIAL STAFF (for B.Th/BD(M.Div)/M.Th college):
In the initial year the college should have at least one Typist; one Clerk;
and one Peon-cum-Chowkidar.
NOTE:
1. On receipt of the application seeking for opening the college, Inspection will follow from the Department.
2. Thereafter, the Report of the Inspecting Officer will be discussed in the State Education Committee Meeting (of Hr Edn). In case the applicant fulfils the conditions satisfactorily, PROVISIONAL PERMISSION to open the college shall be given initially.
3. However, the college must fulfill all the conditions fully within a period of three years so as to get the final FORMAL PERMISSION; failure of which the college will stand de-recognized (provisional permission given earlier will be withdrawn)
NOTE: On complete fulfillment of all the conditions within a period of three years, the college can submit application to the Department of H.E praying for Formal Permission. Thereafter, the EVALUATION TEAM will visit the college and the report will be submitted to the State Education Committee for consideration.
During the three years Provisional period, only Scholarship shall be made admissible to the eligible Post matric students (and no Grant-in-Aid to the college).
Only after getting the FORMAL PERMISSION, the college will become eligible to apply for Grant-in-Aid.
4. The applicant seeking permission to open the college must contain; signature/address of the
Principal to be countersigned by the Chairman of the conditions will come into effect from
August 23rd August 2007.
DEPARTMENT OF HIGHER EDUCATION : NAGALAND
CONDITIONS TO BE FULFILLED BY THE APPLICANT
FOR OPENING A NEW SECULAR DEGREE COLLEGE:
Vide: Memorandum No.EDS/THE/5-1/2001(Vol-1) Dt.Kohima the 12th Sept.2006.
In order to obtain NO OBJECTION CERTIFICATE, the following conditions must be strictly fulfilled by the Applicant.
1. Applicant seeking for No Objection Certificate must be addressed to the Director, Higher Education, Nagaland, Kohima.
2. Detailed Project Report (write up) of the proposed college, which must also reflect the following:
i) Complete address of the applicant with Telephone Number(s)
ii) Names and addresses of the Sponsoring Body with Telephone Numbers.
iii) Number of buildings and classrooms in detail.
iv) List of Office equipments, office furniture, and classrooms furniture
v) Avaible of Land, to be supported by Sale Deed and Plan. The proposed college should at least have two acres of land.
vi) Whether the proposed college is to be run in a permanent site/campus? If yes, give a detail Sketch Map of the Campuaswith all the structures thereon, Also enclose a Photograph of the college building.
vii) If the college is to be run in a Rented Building temporarily, attach a duly Registered Lease Deed to be executed with the Competent Authority, and the duration of the lease period should not be less than twenty years.
3. Recommendation letter from the Chairperson of the District Planning and Development
Board addressed to the Director, Higher Education, Kohima along with the meeting Minutes of
the Board.
4. Registration of the Society under the Registration of Societies Act 1860, as amended vide
Registration of Societies (Nagaland First Amendment) Act, 1969
5. Name of Principal with qualifications (as per UGC norms). Must have served in a reputed college for at least five years as Teacher. Attach relevant Xerox/attested documents.
6. Availability of Teachers as per UGC norms, subject-wise. Attach the list of Teachers subject-wise with qualification, and percentage obtained in Post Graduation. Attach all the relevant Xeroxed and attested documents starting from Matriculation, including the HSLC Admit Card
7. List of Ministerial/officer Staff with designations and qualifications supported by documents.
8. Aminimum of 5000 (five thousand) volume of Books of which a minimum of 300 (three hundred) Books should be subject-wise. Attach the Book-list subjectwise.
9. Aqualified Librarian with Bachelor of Library and Information Science (B.Lib.Sci) should be appointed for the college Library.
10. Financial position: An amount of Rs.5(five) lakh (if the proposed college is to introduce General subjects only) should be kept in Fixed Deposit for a period of five years.
NOTE:
i) Wherever necessary, attested copy of documents must be attached
ii) On fulfillment of conditions and submission of all the reqired documents, Physical Verification of the proposed college shall beundertaken through Inspection by the department. Thereafter the Report shall be submitted to the State Education Committee for consideration.
iii) If satisfied, the SEC shall issue the NO OBJECTION CERTIFICATE, with which the applicant may approach the Nagaland University for permission/affiliation to open the college.
iv) NOC/Permission must always precede admission of students.
THESE REVISED CONDITIONS WILL COME IN TO EFFECT FROM THE 28th AUGUST 2006. ALL THE APPLICATIONS LYING PENDING WITH THE DEPARTMENT WILL ALSO COME WITHIN THE PURVIEW OF THE REVISED CONDITIONS.

1. SLQACC :1st meeting on 14th July 2006. Unanimously resolved to set
up the CQAC, a “working Group” to visit Colleges for creating awareness. Provide direction and guidance to undergo NAAC Assessment & Accreditation
2. CQAC :1st meeting on 17th Oct. 2006. A concrete action plan was
chalked out to visit the eight 2 (f) & 12 (B) Colleges in the State of Nagaland, yet to be assessed by NAAC.

Beginning of XIth Plan Period :
1. SLQACC - A meeting was held on 31st July 2007. in this meeting, some Govt. Colleges/Institutions were identified for NAAC Assessment within the XI Plan Period.
2. Principals Workshop on the New Methodology of Assessment & Accreditation – NAAC. On 30th Oct. 2007 at Hotel Japfü. The meeting was well attended by Principals of both Govt. and Private Colleges. Dr. Shürhozelie Liezietsu, the Hon’ble Minister was the Chief Guest and Prof. K.Kannan, Vice Chancellor, Nagaland University was the guest of honour. The main resource persons were Dr. Jaganath Patil, Deputy Adviser NAAC, Bangalore and Dr. S.C. ray, Deputy Secretary, UGC, NERO, Guwahati.
3. One- Day Workshop for QAC Heads on 22nd Jan’2009 at Bangalore – Attended by Director, Higher Education.
4. Seminar for NAAC Coordinators of unassessed colleges in Nagaland was held on 26th March 2009 at the conference hall of Higher Education Directorate. Shri F.P. Solo, Commissioner & Secretary to the Govt. of Nagaland, Higher & Technical Education was the Chief Guest. The resource persons were S.K.Pradhan and K.K. Singh coordinator, NAAC, Steering Committee from St. Anthony’s College, Shillong. (NAAC Acredited Grade A)
Highlights of QAC Nagaland :
- We are giving emphasis on Quality Education
- The Higher Education Department is now closely working with NAAC (National Assessment & Accreditation Council)
- The State Quality Assurance Cell (SQAC) to monitor Quality Education has been activated
- Our colleges have now been made aware of the importance of Quality Education.
- Re-assessment of already NAAC Assessed Institutions to be encouraged
- In principle, we agree that this National Policy for Assessing, Promoting and Sustaining Quality Education should be taken up seriously by all the Higher Education Institutes in the State.
- To take up with the Govt. the basic needs of the colleges.

PROCEDURE OF NAAC ASSESSMENT OF AFFILIATED COLLEGES
1. ELIGIBILTY
Which colleges may apply ?
- Colleges affiliated to a “recognized University” and which have completed 5 years since their establishment or with a record of at least 2 batches of students having completed their degree programmes, whichever is earlier.

2. THE PROCESS OF INSTITUTIONAL ASSESSMENT & ACCREDITATION
It involves 4 stages –
i. On-line submission of letter of intent (LOI) & Institutional Eligibilty for Quality Assessment (IEQA) format
ii. Preparation and submission of a Self Study Report (SSR) by the Institution.
iii. Peer team visit to the Institution.
iv. Final Decision by NAAC.
FEE STRUCTURE :
On the recommendation of the Executive Committee (EC) of NAAC, the University Grants Commission (UGC) has approved the following fee structure-
i. For seeking IEQA status – Rs. 2000/-
ii For Assessment & Accreditation-
Colleges with faculties i.e. Arts, Science (Commerce
will be treated as a part of the Arts) -Rs. 50,000/-
Colleges with single faculty viz. Arts or Science or
Law or any other -Rs. 25,000/-
* For institutions covered under the 2 (f) & (b) of the UGC Act, 1956, the Accreditation fee is waived.

The period of Accreditation status and grade are valid for 5 years from the date of approval by the Executive Committee of NAAC. Institutions which attain a CGPA of ≤ 1.50 are not accredited. They may try again after completion of one year from the date of intimation by NAAC.
