    1. Particulars of the organization, function and duties

    Inception of the Agriculture department:

    The inception of Agriculture department dated back in 1956, when the Naga Hills was a district under Assam. Lt. Mr. Maosing (Khasi) the lone District Agriculture Officer stationed at Kohima, covered the entire Naga Hills district. The District of Tuensang and Mon was at that time under North East Frontier Agency (NEFA). In the year 1957, Naga Hills district of Assam and Tuensang and Mon division of NEFA were merged and formed into Naga Hills Tuensang Area (NHTA) bifurcating from the state of Assam with its capital at Shillong. The then Lt.Mr.Maosing, District Agricultural Officer was opted for Assam cadre and sometime in 1960, Mr. Bhollar (Punjabi) was posted from central Government as Agriculture Officer in Nagaland. Subsequently, Agriculture Department came into being in the year 1963 as a full fledged Agriculture Department under the Directorship of Mr. Kharsati. Till date the Department has been manned by 10 (ten) Directors, with the present Director Shri A.Y.Ovung.

     At the administrative level the Department is presently  headed by Shri.H.K.Khulu, IAS, APC & Principal Secretary, Shri.N.Mesen, NCS, as Secretary, alongwith 1(one) Deputy Secretary & 2(two) Under Secretaries. The organizational chart at the administrative level may be seen at page 3,1.7 (A).

     

    1.1. INTRODUCTION:

    Presently the Directorate of Agriculture is headed by 1 (one) Director, 1 (one) Addl. Director, 8 (eight) Joint Directors and equivalent rank and 26(twenty six) Deputy Directors and equivalent rank spread through out the State. The subordinate technical personnel from SDAO and equivalent rank to VEW accounts for 607 Nos. and 746 Nos. of ministerial staff up to Grade-IV.

    A feasible agriculture in Nagaland and economically viable by 2020

    1.4. OBJECTIVES

    1.      To increase crop productivity level.

    2.      To cover more area under high yielding varieties of crops.

    3.      To introduce improved farming system.

    4.      To strengthen research activities.

    5.      To develop each area according to its potentials.

    6.      To undertake works on improvement of rainfed farming system.

    7.      To work out alternative land use system for shifting cultivation.

    8.      To develop manpower and capacity building of various level officers.

    9.      To increase paddy production.

    10.  To improve marketing infrastructure along with value addition programme.

    Building on these background realities, Agriculture Department seeks to promote a technically sound, economically viable, environmentally non-degrading and socially acceptable, sustainable agriculture development in the state using the natural resources: land, water and genetic endowment.

     

    Over and above, our particular attention will also be given to promote value addition, accelerate the growth and development of agro-business, create more employment opportunity in rural areas making agriculture more technologically-driven to attract rural youth and to discourage migration to urban areas.
