its organisation, functions and duties.
1. Introduction :-
The
Chief Minister of Nagaland & Ministers are appointed by the Governor
of Nagaland in exercise of the powers conferred by Clause (I) of the
Article 164 of the Constitution of India.
Under the Powers vested under Clause (3) of Rule 5 of the Rules of
Executive Business of the Government of Nagaland, the Chief Minister
of Nagaland appoints Members of Nagaland Legislative Assembly as
Parliamentary Secretaries to assist the Chief Minister/other
Ministers.
2. Main Features of the Organization:-

Preparation of Ministers’ salaries
and T.A
(ii)
Purchase of books for various Council of Ministers.
(iii)
Payment of electricity charges, water charges and telegram charges
etc.
(iv)
Entertainment charges.
(v)
Procurement of furniture & carpets.
(vi)
Procurement of Stationery.
(vii)
Matters relating to telephone installation in the Bungalows and
office of the Ministers.
(viii)
Maintenance of Stock Register.
(ix)
All matters relating to contingent expenditure under the Head
of Account 21.1- Council of Ministers.
3. Functions of the Chief Minister’s
Secretariat : -

3.1(a)General:-
The Chief Minister’s Secretariat (General Branch) deals in
providing/ arranging Residential Bungalows(Govt.) to the appointed
Chief Minster of Nagaland/Ministers/Parliamentary Secretaries. In
case of shortage of Government Bungalows, appropriate private
buildings are arranged on payment of House Rent basis. The
furnishing of the Residential Bungalows are looked after by the
Estate Office under Housing Department.
Furnishing of Offices with furniture accessories and providing
day to day office stationeries requirements. Deals with all
correspondences relating to the entitled facilities of the Chief
Minister of Nagaland/Ministers/Parliamentary Secretaries.
As assigned in the Rules of Executive Business- sanctions on
purchase of books for various Council of Ministers, payment of
electricity charges, water charges, entertainment charges,
procurement of furniture and carpets, procurement of stationery,
matters relating to telephone installation in the Bungalows and
office of the Ministers are done with the approval and concurrence
of appropriate authority subject to availability of budget
provision.
3.2
(b) Bill & Cash Branch:-
The Bill and Cash Branch deals with preparation of Ministers
salaries and allowances entitlement as per “THE NAGALAND SALARIES,
ALLOWANCES AND OTHER FACILITIES OF THE CHIEF MINISTER, OTHER
MINISTERS, SPEAKERS, LEADER OF OPPOSITION, DEPUTY SPEAKER,
PARLIAMENTARY SECRETARIES AND OTHER MEMBERS OF THE NAGALAND
LEGISLATIVE ASSEMBLY AND PENSION FOR EX-MEMBERS ACT, 2005 (ACT
NO.8 OF 2005)” passed by the Legislative Assembly. The Chief
Minister/Ministers/Parliamentary Secretaries salaries and allowances
are furnished below:-

Deptt.(SAB), recruited through N.P.S.C. and posted to the Chief

4.3 Powers/duties of officers and employees:-
1. Shri.L. Kire,
Commissioner & Secretary to the Govt. of Nagaland is holding the
Administrative Head of the Chief Minister’s Secretariat - the
authority of approval on all matters of establishment and
financials.
2. Shri.Lanukaba Jamir,
Under Secretary to the Govt. of Nagaland who stream lines all the
General establishment correspondences and financial proposals. He is
also holding the charge of Drawing and Disbursing Officer of the
Chief Minister’s Secretariat.
3. Smti Vilazonuo,
Junior Section Officer –
She supervises the staff in the Branch. She also officiates the next
higher Officer’s duties whenever required.
4. Shri. Yibemo Lotha,
Sr. Accountant is holding the charge of cashier and supervises the
preparation of salaries, TA and all other bills of Ministers and
Parliamentary Secretaries.
5. Shri.Khrievituo,
Assistant Store Officer
is holding the charge of the Store and Stationery purchases/issue of
stationeries to the Offices of Ministers/Parliamentary
Secretaries/Chief Minister’s Office on receipt of indent. The
Assistant Store Officer is also in-charge of maintaining Stock
Register of Stationeries.
4.4 Distribution of works among Staff:-

assigned for establishment matters and general
correspondences, RTI, POL and utility bills.

Shri. Mannyiem, Secretariat Assistant – He assist
Senior. Accountant and prepare bills.

is assigned for vehicles under CMS, Telephones,
Air/Helicopter lifting of Chief Minister, Ministers and
Parliamentary Secretaries.

5.1 Budget:-
The Chief Minister’s Secretariat
budget is a charged item of the State Budget as per Article
202(3)(a) of the Constitution of India. The Annual Budget (revised)
of the Chief Minister’s Secretariat was Rs.518.89 lakhs in
2007-08.The Budget Estimate for 2008-09 is Rs.469.65 lakhs
(pre-revised)
5.2 Chief Minister’s Sports Fund:-
The Chief Minister of Nagaland is
the President of the Chief Minister’s Sports Association of Nagaland.
The State Government provides fund under Chief Minister’s Sports
Fund (Non-Plan) which is utilized for purchase of sports goods for
National and International players according to its priorities,
apart from granting financial assistance for construction of
Football grounds, Rostrums etc. It also provides Fund for promotion
of sports activities and programmes.
Budget provision during 2007-08 was
Rs.150.00 Lakhs (revised) and the Budget provision for 2008-09 is
Rs.100.00 Lakhs (pre-revised)
5.3 Discretionary Grants/People’s Present:-
Budget provision under Discretionary Grants /People’s Presentation
are drawn (in A/C Bills) with the approval of the Hon’ble Chief
Minister of Nagaland in 4(four) installments and is distributed to
all the Council of
Ministers/Parliamentary Secretaries to be utilized under their
discretions in different constituencies. Actual Payment Receipt
(APR) are submitted to the Accountant General, Nagaland in the form
of D.C.C. Bills.
Budget provision during 2007-08 was Rs.50.00 lakhs(revised) and
Rs.50.00 lakhs (pre-revised) for 2008-09.
6. Public Information Officers:-
Shri Lanukaba Jamir, Under Secretary is is the Public Information
Officer (Tel.0370-2270059(O) and Shri Khrievituo, Assistant Store
Officer is the Assistant Information Officer (Tel.0370-2270058(O).
Shri L. Kire, Commissioner & Secretary (Tel.0370-2243025(O) &
0370-2270079(O) is the Appellate Authority for the Chief Minister’s
Secretariat under the Right to Information Act,2005.
7. Chief Minister’s interaction with the public:-
Apart from the normal official
duties/meetings with officers/staff of various Departments, joint
meetings with Departments are frequently held for consultations and
for review. Chief Minister is also the Chairman of various
Committees constituted by Government, such as Chairman of State
Level Project Implementation Committee, Chairman Sarva Shiksha
Abhiyan (S.S.A), President Nagaland State Sports Council, President
Nagaland Olympic Association,
Chairman of Land Acquisition
Authority, Chairman State Planning Board, and Chairman State Level
Purchase Committee etc.
In addition, the Chief Minister also
interacts with the V.V.I.Ps, V.I.Ps, Civil Societies, NGOs, Churches
etc. for the welfare of the people of the State.
