(Particular of Organization, Functions and Duties)

 

INTRODUCTION :

The State Fire & Emergency Services was established in the year 1966. In the beginning the organization was a part of Police department but later on it was bifurcated from Police department w.e.f. 1-4-1990 and declared as a separate Directorate under the administrative control of Home department. The Fire & Emergency Services is an important organization and is responsible for fire fighting and rescuing people trapped in incidents and disaster management. There were records of serious fire incidents in urban areas that has destroyed property worth crores of rupees from time to time. Its peculiar geographical and climatic conditions has an impact on the structural features that are quite different as the residential houses are made of mostly resinous timber.

With the rapid urbanization, development and other constructional activities, need was to bestow it on independent status and organize it in a manner that the facility of Fire Service reaches to a common man and the losses to national wealth are restricted and controlled effectively.

The main objectives of Fire & Emergency Services are as follows :-

(a)                To save the life and property

(b)               To conduct rescue operations and disaster management

 

ORGANISATIONAL SET UP :

The organization has 8 Fire Stations located in District Headquarters, viz, Kohima, Dimapur, Mokokchung, Wokha, Mon, Tuensang, Zunheboto & Phek. Though it is directly under the Administrative control of Home department, the overall command and control is looked after by a senior officer of the rank of D.I.G. (Fire).

ACHIEVEMENTS :

The department has constructed a good number of buildings such as, Fire Station buildings, Garages and residential quarters in various Fire Stations and construction of Directorate office building at Kohima is almost completed.

SPECIAL SERVICE :

The Fire & Emergency Services under took standby duties at various important places like exhibitions, important fairs, VVIP visits and other important national and State functions.

The organization observes Fire Service week every year i.e. 14th – 20th April. The theme is “ SAVE LIFE & PROPERTY ” deserved your co-operation.

VISION :

1.                  Improving command & control at Fire Station level to ensure regular/punctual attendance in duty by various ranks with a view to responding to the distress call with minimum response time.

2.                  Establishment of Fire Stations in all District Headquarters and important townships by acquiring lands in suitable locations and building Fire Station buildings with hangers for Fire Tenders and staff residential accommodation.

3.                  Expansion of the organization by pursuing with the goal for creation of additional posts as extremely necessity to make the Fire Service organization more effective in fire fighting and rescue works.

4.                  Making the Fire Service organization a modern organization equipped with all required equipments to make fire fighting and rescue works more effective in the multi-storeyed buildings scenario which has become a fashion of the day in view of the constraint in the availability of land in the urban areas.

Depend on matter of the case

The decision making in respect of the department is vested with the Deputy Inspector General.

Files relating to administrative matters other then the schemes/projects are generally processed initially at the level of LDA/UDAs who submit the files to the Superintendent as there is no Registrar post. The files are directly submitted to the D.I.G.(Fire & E.S.). Matters having financial implications are processed by the Superintendent and since there is no Account officer, the files are submitted to the D.I.G.(Fire & E.S.) who is the DDO for final decision.

Matters which requires Government approval/sanction etc are sent with the approval of the D.I.G. (Fire & E.S.) to the Government.

Supervision :- The D.I.G. (Fire & E.S.) supervises the works of all the different branches etc. The administrative/programmes incharge supervises the works/programmes under them. The office staffs are supervised by the Superintendent.

Accountability :-         The officers and staff are accountable for timely disposal of the works allotted to them.

The department had been receiving Negotiated GIC Loan Scheme under State Plan. Under this scheme various projects have been implemented such as construction of various Fire Station buildings, Fire Tenders and purchase of fire fighting equipments. In view of this scheme the department had gear up for improvement of the department and various Fire Stations.
