RELIEF, REHABILITATION & DISASTER MANAGEMENT

 

The particulars of its organization, functions and duties:

 

Introduction

          The Relief Rehabilitation & Disaster Management Branch is another major Branch of the State Home Department. The main functions are grant of cash Relief, Ex-gratia, Donation for charitable purpose, providing relief to victims of natural calamities and implementation of various disaster management activities in the Stat

 

The major core, functions

          The following subject matters are dealt by the Relief, Rehabilitation & Disaster Management branch of the Home Department:

  1. Cash Relief: Grant of Cash relief to the poor, distressed and needy persons.
  2. Ex-Gratia:  Ex-gratia payment to the next of kin of Govt. servants who are killed while performing bonafide Govt. duty and for civilians who are killed due to uncalled actions of Govt. servants in execution of official duty and also those killed in natural calamities.
  3. Donation for charitable purpose: Grant of financial assistance to those organizations and institutes who render social services to the public.
  4. Relief on account of Natural Calamities: Grant relief to the victims of various natural calamities.
  5.  Disaster Management: Under Disaster Management, the Department is implementing the Disaster Risk Management Programme which is being funded by the Government of India and the United Nations Development Programme (UNDP). The main functions are Crisis Management involving relief, rehabilitation and restoration, risk management which involves preparedness, prevention, warning and mitigation in the State.

The powers and duties of its officers and employees

 

    1. Secretariat Assistant/LDA: - They examine and process all the papers and cases received by the branch, maintain files and also look after receipt and dispatch of daks.

    2. Typist: - Concerned with all typing matters.

    3. Peons: - Act as assistant in the Branch in handling files and delivering files, messages and information.

 

Branch Section Officer: - Branch Section Officer supervises and controls the working system of the whole branch and maintains the attendance of the Staffs in the Branch in order to cultivate work habit and to implement the Govt. Policy of No work No pay.

 

Under Secretary: - All the files and daks go through the Under Secretary of the Branch and after going through the files, Under Secretary will give the clear picture of the subject matter and will put up to the higher authority for final decision. Under Secretary also recommend the Casual Leave and any other kind of leaves for the staffs. Files which are approved by Home Commissioner are disposed off by the Under Secretary

 

Secretary (Home):  All the files routed through the Secretary and if any changes are to be made, Secretary will sent back the file with suggestions so that when the file reaches Principal Secretary the clear of the subject is projected.

 

Principal Secretary: The Principal Secretary is the administrative head of the Department responsible for coordination, policy planning and implementation.

 

Minister in charge:     All the policy matters are put up to the Minister in charge for final decision.

Cabinet:                       Important policy matters are put up to the cabinet for approval.

The rules of Executive Business and Manual of Office Procedure, Nagaland Civil Secretariat set out the procedure for decision making.

                                       The decision making in respect of the Department is vested with the administrative head. All papers relating to the establishment matters are generally processed initially at the level of Secretariat Assistant and LDA who submits the file to the Branch Section Officer, who in turn submits to the Under Secretary-Deputy Secretary-Secretary-Principal Secretary and Minister.

 

          In matters of sanction, all proposals for drawals given only after formal order issued by the State Finance Department in the form of Drawal authority or Concurrence. Supervision at the Branch level comes under the responsibility of the Section Officer. Over all accountability rests with the officers and staffs for the timely disposal/discharge of the work assigned to each branch.

 

Principal Secretary:    As the Administrative head he/she steers the Department.

Minister in charge:  All policy matters are put up to Ministers in charge for final decision.

Cabinet:                        Important policy matters are put up to the Cabinet for approval.

The Guidelines/ Instructions issued by the State Government and the Government of India from time to time are followed while carrying out the works relating to relief and rehabilitation.

(The Rules ,Regulations, Instructions, Manual and Records held by it or under its control or used by its employees for discharging its functions.)

            The Department of Relief, Rehabilitation & Disaster Management has specific guidelines, Notifications and Orders to successfully carry out the works/subjects under its aegis for the effective implementation of the programmes/schemes by the Department. These includes guidelines /Notifications for grant of Ex-gratia, Cash Relief, Donation, relief on account of Natural Calamities, Disaster Management Programmes,etc.

Departmental Screening Committee

The Departmental Screening Committee headed by the Secretary(Home) with representatives from Finance, Law and Home scrutinizes the eligibility for grant of Ex-gratia to various categories of persons, Donations to organizations, cash relief etc.

The State Level Committee for grant of relief on account of natural calamities headed by the Chief Secretary examines the proposals submitted by the District Level Committees, headed by the Deputy Commissioners for grant of relief as per the Guidelines of the Scheme for Calamity Relief Fund issued by the Government of India, Ministry of Home Affairs.

State Steering Committee

The State Steering Committee headed by the chief secretary over sees/reviews/progress the implementation of the schemes being implemented by the State under Disaster  Risk Management programmes being sponsored by the Government of India, Ministry of Home Affairs.
