Particulars of the organization,
functions and duties :
-
The Civil
Defence & Home Guards Organization being complimentary in the
nature of their services, have been combined under a single
umbrella currently being headed by a Director General who is
assisted by a handful of Officers at the Directorate level. The
Directorate of CD & Home Guards is presently located at Upper
Chandmari, Kohima and is likely to be shifted to New Secretariat
Complex. The various branches at the Directorate consists of the
Establishment, MT, General – dealing with works under state plan
and modernization civil Defence and Disaster Management related;
Stationary, Training & recruitment, Record Branch, QM branch and
Accounts Branch.
The Civil Defence
and Home Guards Organization is under the Administrative control of
the State Home Department.
2.
Powers & Duties of Officers and
Employees :
(a)
The Director
General is an IPS Officer deputed from the Police Department and
actually hold charge of the Jails & Home Guards, functioning from
the Prison HQ at Kohima. Under him there is a Commandant General
from the IPS cadre, an Additional Director Civil Defence & Dy.
Commandant General Home Guards, supported by a Senior Staff Officer
and a Junior Staff Officer.
Being a small
department, works at the Directorate level are usually not
diversified from the level of Senior Staff Officer upwards.
However, training, recruitment, deployment, MT section, Civil
Defence subjects are delegated to the Junior Staff Officer. The
Senior Staff Officer supervises the Accounts with the help of an
Accounts Officers who is posted to look into the day-to-day affairs
of the Accounts section, and the General Branch with the help of the
Head Assistant. Establishment matters are with the Office
superintendent assisted by an UDA and LDAs.
(b)
Districts: There are CD & HG sub-establishments in 8 of the 11
districts of the state so far, i.e., at Kohima, Dimapur, Wokha,
Mokokchung, Phek, Zunheboto, Tuensang and Mon. These Offices are
under control of the District Commandants Home Guards, who are also
designated Dy. Controller Civil Defence working in close liaison
with the Dy. Commissioners who are the Controllers Civil Defence.
The District Commandants are also assisted by the Company
Commanders, Platoon Commanders and SK/Clerks.
The District
Commandants are empowered to recruit, train, deploy Home Guards as
requisitioned by the District Police authority subjected to the
approval of the Home Department. The Officers in their capacity as
Dy. Controller civil Defence, prepare contingency plan for emergency
for respective districts and recruit Civil Defence volunteers from
amongst the local populace. They work in close co-ordination with
the district administration for all purposes.
(c)
Central Training Institute:
This is located at Toluvi village, Dimapur about 3 kilometre from
Purana Bazar. This institute is headed by an Officer in the rank of
commandant, CTI. He is assisted by an Administrative Officer,
Trainers and other uniform personnel. A number of ministerial staff
including a Medical Officer, Store Officer, UDAs/ LDAs and Store
Clerks are posted under this establishment. The Commandant oversee
all training matters for Civil Defence volunteers, Home Guards
volunteers, Disaster Management trainings and other in-service
training of its officers & personnel.
(d)
Training
: Officers and personnel of Home Guards are sent out for
various training at NCDC,
Nagpur,
NIDM, New Delhi, NISA, Hyderabad, Bangalore and Guwahati every
year. The Department also imparts training on Disaster Management
to the Police Administration, local bodies, Colleges, Schools, NCCs,
NGOs, Church Leaders, Ward Members of the districts and village
levels.

Procedures followed in decision making :
Decisions are taken at the Directorate
as well at the level of the District establishments depending on the
nature of the issues at hand. At the Directorate level, decisions on
policy matters are taken by the Director General in consultation
with other senior officers of the department; other normal / routine
matters may also be decided by the Commandant General / Dy.
Commanmdant General in accordance to work delegation and rules /
procedures in force. No arbitrary decision is encouraged.

Norms for discharge of functions:
The officers and personnel of the
department (Home Guards) discharge their duties as empowered and
outlined in the Home Guards Act 1988, passed by the Nagaland
Legislature. Similarly, for discharge of Civil Defence functions,
the Civil Defence Act 1968 as passed by Parliament is available for
discharge of its functions.
Basically, the Home Guards performs as an auxiliary to the police
force and have been augmenting the shortage of manpower for static
guard duty, security and traffic management. During such deployment,
the Home Guards must be supervised by the police. Home Guards are
also given training on Civil Defence subjects such as First-Aid,
basic Fire-Fighting, Rescue so that they become useful in times of
emergency.
Civil Defence perform functions such as creation of awareness for
public safety, imparting various training to prepared a community to
act as responders to any given situation during war or peace time by
way of capacity building. In recent times, the Civil Defence has
become an important player towards management of disasters.
The basic difference between the two
organizations is that Home Guards are uniformed and armed, while
the Civil Defence volunteers are not.
5.
Rules, regulations, instructions, manuals etc
:
Both Civil Defence and Home Guards
have separate Compendium of Instructions issued by the Ministry of
Home Affairs, GoI, under which all roles, duties, functions,
training, policies are outlined. Besides, the officers and employees
are bound by the Nagaland Government Service Conduct Rules and other
rules issued from time to time by the government.

Categories of documents held by the department:
No secret documents are held by the
department. So far only documents relating to revamping of Civil
Defence set up in the country received from the National Disaster
Management Authority, Guidelines from the MHA in regard to Civil
Defence and Home Guards, management of CD communication, personal
records / documents of officers, personnel & staff, are held.
7.
Particulars of arrangement for consultation with, or
representation by the members of the public in relation to
formulation of policy
:
The Civil Defence organization being voluntary in concept involves
the public as member of its force. The CD Warden System requires the
active participation of respected personalities in the community to
act as Wardens. This arrangement allows for a direct consultations
with or representation by members of the public for implementation
of the policies.
However, due to fund constraints Civil Defence is unable to take off
properly and the issue for providing adequate funds is being
considered for the year 2008-2009.

Major
‘non-plan’ expenditure is centralized. The sub-establishments
in the districts are allocated funds to defray expenditure on salary
& wages only.
Under ‘plan’, which consists
mostly on construction of infrastructure at the Central Training
Institute and districts where land have been procured, the funds
provided / sanctioned are remitted with the Police Engineering Project
as deposits for works . .
