1.The particulars of its organisation, functions and duties
Introduction
The State of Nagaland is basically a horticulture land due to the agro-climatic condition, topography, type of soil which are best suited for cultivation of all types of horticulture crops including fruits, vegetables, spices, root and tuber crops, mushroom, medicinal and aromatic plants, plantation crops, flowers, e.t.c. which are more remunerative and productive per unit area.
The Department of Horticulture has an ultimate aim of improving the economic and social living standard of the farmers and rural poor through implementation of various programmes and schemes. However, horticulture is a highly technical intensive subject which requires systematic planning and approach with better management skills and technical know-how for its successful implementation in the field. Its returns in term of financial gain are more rewarding than the traditional method of cultivation and crops, and as such is a viable income generating activity for the state.

Activities of the department
1. State plan
Under State Plan various on-going projects under capital works, as well as for the maintenance of the existing departmental farms and departmental establishment are being taken up. In addition, some new activities includes the development of the Yisemyong Farm, Pfutsero Farm, SHN, Dimapur, Mushroom Units, Kisama Horti-Scape Complex, State Share of NEC schemes and other various activities for the celebration of the year of farmers.
2. Horticulture technology Mission for North East (TM-NE)
TM-NE is a centrally sponsored Scheme of the Ministry of Agriculture, Horticulture Division. Under this, the department had taken up area expansion of various horticulture focus crops targeting an area of approximately 3000.00 ha benefiting 5515 beneficiaries in 389 villages in the state. The focused crops include Citrus, Passion fruit, Pineapple and Banana. Spices crops of Large Cardamom, Ginger, Turmeric and Black pepper. Development of Vegetable Villages in each Districts. Development of Floriculture, Bee-keeping, Medicinal and Aromatic plants.
Other activities involves training, exposure trips within and outside the state, seminars, workshops, SHG activities, implementation of the integrated components such as Farm Handling House, Community tank, Vermi-compost in the project areas. In addition, infrastructure items are provided to Farmers at 50% subsidized rate.

State Level-Directorate of Horticulture:
Directorate of Horticulture is a full fledged Directorate which got bifurcated from Agriculture Department in the year 1992. The developmental activities covers all the 11 Districts of the State of Nagaland.

District Horticulture Officers
All the 11 (eleven) Districts are manned by the District Horticulture Officer along with minimum Technical and Ministerial supporting staff. Development activities of the Department in the District falls under their purview and the functionaries of the Department in the District Headquarter. Various schemes/projects in the field areas are being looked after for proper implementation of all developmental programmes by carrying out spot verification/inspection and training of all the projects and beneficiaries in their respective Districts.
(iii) The procedures followed in the decision making process, including channels of supervision and accountability:
For formulation of projects and schemes and on any decision making process, all the Officers including Field Officers of the Districts are involved. Suggestions and views are discussed in the meetings which are then approved by the Director. It is then forwarded to the Government for codal approval and other formalities. Schemes are implemented in the respective identified areas under the close supervision of the Officer-in-Charge with the co-ordination of the field officers in the District.
Supervision: Director supervises the overall activities and programmes of the Department. The Staff are supervised by the Joint Director (Administration), Registrar and Superintended.
Accountability: The Officers and Staff are accountable for timely disposal of the works assigned to them.
(iv) The norms set for the discharge of its functions:
The Department follows the norms set by Government of Nagaland in the Nagaland Secretariat Manual of Office Procedure and also Guidelines of Central/State Schemes, Rules and Regulations.

The Department does not have any specific Acts under its administrative control. However, it follows the instructions, rules and regulations issued by the Government of India and Government of Nagaland.

State Plans are formulated with inputs from the representatives of the people. Centrally Sponsored Schemes are formulated with National Level Consultation. Both State and Centrally Sponsored Schemes are implemented with active participation of Village level functionaries till completion of the projects.

State Plan: (2006-07)
Under the State Plan, an amount of Rs. 320.00 lakhs was utilized for taking up various on-going projects under capital works, as well as for the maintenance of the existing departmental farms and departmental establishment are being taken up. In addition, some new activities includes the development of the Yisemyong Farm, Pfutsero Farm, SHN, Dimapur, Mushroom Units, Kisama Horti-Scape Complex, State Share of NEC schemes and other various activities for the celebration of the Year of Farmers.
Horticulture Technology Mission: (2006-07)
An amount of Rs. 20.00 crores has been sanctioned
for implementation of various components of the TM-NE. The year also saw an increased in the floriculture activities of 35 Anthurium Units, 25 Lilium Units and 7 large Rose Units by identified farmers/entrepreneurs. Under TM-NE, inputs in terms of procuring vegetable seeds directly from the National Seeds Corporation and the Assam Seeds Corporation insured the distribution of quality seeds to the farmers. Other inputs like procurement of NETAFIM Irrigations, Hi-Tech structures for vegetables and floriculture, Hi-Tech nursery with all inputs as well as installation of the structures and technical back-up from the manufacturers/agents was also been the area of focused attention. A sum of Rs. 11.40 lakhs was sanctioned for setting up of Bee Colonies in the Horticulture Orchards and for development of 2 Bee Breeders in the State.
The National Centre of Organic Farming had sanctioned an amount of Rs. 29.60 lakhs under the Ministry of Agriculture, for setting up four Vermi-culture hatcheries, fifty Demonstration Plots in the farmer’s field, training of farmers and setting up of four Organic Model Farms in the State.
The Coconut Development Board is also a Centrally Sponsored Scheme, where the Board aids in the opening up nurseries, area expansion and vermi-compost units in the coconut farms. During 2006-07, a sum of Rs. 2.50 lakhs have been provided by the Board for the above mentioned activities. A sum of Rs. 30,000/- was sanctioned by the Cashew Development Board for training of 200 nos. of Cashew-nut farmers.
Under the NEC programme, an amount of Rs. 109.00 lakhs was spent during 2006-07 for developing 1050.00 hectares under passionfruit cultivation in Kohima, Mokokchung, Wokha and Phek Districts and 385.00 hectares under pineapple cultivation in Dimapur and Peren Districts comprising of 30 villages have been taken up.
