Directorate of Land Records & Survey
The Directorate of Land Records and Survey was established in the year 1973 with its Headquarter at Kohima, then it was shifted to Dimapur during August 1975. In Nagaland land belongs to the people and its Administration is by Traditional system and Customary Law of each Tribes. The Department activities are restricted to Administration and maintenance of Land Records of Government Lands such as Towns, Administrative Headquarter and Government Pocket Land. Land Records System exists in and around Dimapur Mouza, Towns Administrative Headquarter and Govt. acquired lands only.
In the initial stage the activities of the Department was mostly in and around Dimapur only. Now, with awareness, all Administrative Headquarters and other Government Lands are being Surveyed and District Offices in all the District Offices headed by a Senior Land Records & Survey. or L.R.S.O. with the field staff.
1.2 Organisation set up-State Level.
The Department is headed by Chief Minister assisted by a Parliamentary Secretary, and Joint Secretary. The Department looks after the Revenue Administration and Land Records and Survey.
Directorate level activities
a) Land Revenue Administration:
The Commissioner, Nagaland functions as the ex-Officio Director of Land Revenue and he is assisted by the Deputy Commissioner Headquarter and Sub-Divisional Officer Headquarter and two Revenue Officers in Kohima and Dimapur. Revenue Administration primarily deals with land Settlement and Collection of Land Revenue.
b) Directorate of Land Records and Survey and its Branches.
The Additional Director functions as the Head of Land Records and Survey Department. A Joint Director, two Deputy Directors and two Assistant Directors assist in carrying out the Departmental Works, Activities and Assignments.
The primary duty of the Directorate are to construct, up-date and maintain the Land Records and carry out all Survey works.
c) District level.
The Land Records and Survey Officers head the District Land Records and Survey Offices in all the eight Districts. They carry out Departmental works and also assist the District Administration in all Technical matters relating to Settlement and Land Revenue.
d) Survey Training Institute.
The Survey Training Institute is an important unit of the Directorate of Land Records and Survey. A Senior Instructor in the rank of Land Records and Survey Officer heads the Institute.
The Institute imparts Training to all in Service Technical Officers and Staff of the Department and conduct Training on fundamental of Surveying, the importance of Land Records, Settlement Land Revenue and Map Reading to the I.A.S. and N.C.S. Probationers of the State.
e) Map Production Centre
The map production Centre attached to the Directorate of Land Records and Survey is the only authorized Machinery of the Government to prepare Maps for Official proposes and uses.

1.3 Functions & Duties.
The main functions of the Directorate are:-
a). All Survey works.
b). Construction, maintenance & updating of Land Records.
c). Technical assistance to District Administration on Land Settlement, Land Revenue Collection, day-to-day Land Administration etc.
In Nagaland, land belong to the people and its Administration is by Traditional System and Customary Law of each of the Tribes, and therefore the Directorate activities are restricted and confined to Survey and maintenance of Land Records of Government land such as, Towns, Administrative Headquarter and other Government lands. The Land Records System exists in and around Dimapur Mouza, Towns, Administrative Headquarters and other Government Lands.
PART-II
Powers and Duties of its Officers and Employees.
1. Additional Director: - The Additional Director is the Head of the Department, having absolute Authority of supervision and control over all Affairs of the Directorate and all decisions thereof. He is vested with the delegation of Financial and Cognate Power, Rules 1964 as Amended from time to time. It is his prerogative to delegate any of the above mentioned powers to his Subordinates. He is the Appellate Authority of Right to Information Act 2005 in regard to the Directorate of Land Records and Survey.
2. Joint Director:- The Joint Director is the Second in command of the Directorate. He assists the Additional Director. He functions as Head of Department in absence of the Additional Director and looks after General Administration and Establishment.
3. Deputy Director:- There are two Deputy Directors in the Directorate.
a) One Deputy Director is in charge of Survey matters and Re-Settlement Survey of all 11(eleven) District Administrative Headquarters.
b) Another Deputy Director is in charge of the Survey Training Institute, Map Production Centre, Civil Works.
4. Assistant Director:- There are two Assistant Directors.
a) One Assistant Director is in charge of Base Map Survey of Nagaland,
(II) Records pf Right and (III) Computerization of Land Records (C.S.S.)
b) Another Assistant Director is in charge of implementing the creation of Geographical Information System. (I) Matters relating to Training II) Border Affairs.
5. Registrar: - Registrar co-ordinates the Files transaction and maintains the Files movement of the Office, keeps and maintains important Office Records, Supervises and ensure safety of Records. Registrar ensures regularity and attendance of the Ministerial staff.
6. Office Superintendent: - There are two Superintendents in the Directorate who assist the Registrar in smooth functioning of the Office.
a) One Office Superintendent looks after General Establishment, supervises Receipt/Issues of Letters and Files processing. Ensures regularity and Attendance of the Ministerial Staff. Keeps information to the Senior Officers on all important Official matters.
b) Another Office Superintendent looks after all Account matters, supervises fixation of Pay, Budgeting matters and maintaining of Expenditure.
7. Accounts Officer:- Accounts Officers is deputed from Directorate of Treasuries and Accounts. He takes care of accuracy of all Financial and Accounts matters in the Directorate.
8. Senior Accountant (Assistant Superintendent):- Senior Accountant prepares Monthly Expenditure, Audit Objection, P.A.C. matters and Administrative Report.
9. Stenos:- The Stenos in the Directorate help Officers in handling Official matters including Confidential Letters and Documents.
10. UDA/LDA :- The UDA/LDA in the Directorate are assigned with particular Works in Establishment, Accounts and all Office matters. Each UDA/LDA is held responsible for their own assignment.
11. Typist:- Typist cum-Computer Assistant is responsible for all Typing of Official correspondence.
12. Drivers :- Drivers are attached to Officers who are entitled for Government Vehicle, they are to take care of the Vehicle and perform their assigned duties. Drivers are responsible for safety and security of Government Vehicles.
13. Office Peons:- Office Peons are responsible for taking Files from one Officer to the other and attend to the call of the Officers.
IN THE DISTRICT LEVEL :-
SENIOR LAND RECORDS & SURVEY OFFICERS, LAND RECORDS & SURVEY OFFICERS:-
The Senior LRSO/Land Records & Survey Officer heads the District Land Records and Survey Offices in all the District. They carry out Departmental works and assist the District Administration in all the Technical matters relating to Land Settlement, Land Records, Land Acquisition and Requisition.
TRAVERSER GR-I/COMPUTER GR-I/ SURVEYOR GR-I & GR-III :-
When a Survey party is detailed for Survey work of a particular Administrative Headquarter or Government Pocket Land, the Survey Party goes for recce for Technical Planning after the concern Administrative Officers issue clearance regarding the Boundaries and the status of the Land. A notification to this effect is Notified inviting claims and objection on the basis of forecast Report to be submitted to Government through the concerned Deputy Commissioner. After the completion of all this formalities the actual Survey work begins. Normally there are two stages of Survey e.g., Traversing and Detail Survey.
Traverse Survey is to provide control point on the ground to enable the Plain Tabler to carry out consequent Detail Survey. After completion of the first stage the Detail Survey works resume by showing different layers/ground information and then construct Land Records of each Land holdings.
Part-III
1. Procedure followed in the decision making process including Channel of Supervision and Accountability.
The decision making process starts from the concerned Dealing Assistant in putting up the correspondence or the required Development Project. Head of the Department is the overall supervisor and held responsible for all purposes. All decisions are made within the Budget allotment and as per directive/policy of the Government from time to time. He forwards all matters requiring Government decision.
2. Norms set for discharge of its function.
Survey is carried out in and around the foothills of Dimapur Mouza and are governed by the Assam Land Revenue Regulation Act 1886. Financial Rules/Service Rules are as per Government Standing Orders and Regulation as are in force.
3. Rules and regulation, instructions, manual and records held by it or under its control as used by its Employees for discharge its functions.
Apart from the Rules mentioned in Rule-3, Rule-4 the following are implemented-
a) Fundamental Service Rules.
b) Nagaland Government Servant Conduct Rules 1968.
c) Delegation of Financial and Cognate Power Rules 1964 and Government Order and Regulation as per Government Policy issued from time to time.

Since the Department is involved in Survey of Lands such as Towns, Administrative Headquarter/Government Pocket Land, clearance is sought from the concerned Administrative Offices for the Boundaries if any particular areas to be surveyed before surveyors are sent to the Field.

A Statement of the Boards, Councils, Committees and other Bodies consisting of two or more persons constituted as its part or for the purpose of its advice and as to whether meeting of the Boards, Councils Committees and any other Bodies are open to Public or the Minutes of such Meeting are accessible for Public. /
The Recruitment Board, Purchase Board, DPC, Departmentally constituted Committee in chalking out year to year Survey Programmes of the Department. Minutes of such Meetings are accessible as per Provision of the Right to Information.

The payment of compensation has not affected the Department so for, but policy of the Government will be followed from time to time.
- The Budget allotted to each of its Agency, indicating the particulars of all Plans, Proposed Expenditure and report on disbursement are made.
There is no facility for Registration of Self Help Group Society or N.G.O., hence there is no Budget provision for the same.
- The manner of Execution of Subsidy Programme including amounts allocated the details of beneficiaries of such Programme.
There is no Provision for grant of Subsidy in the Department. Hence no beneficiaries.
There is no provision for Concession/Permit in the Department so none are granted.
e) Computerization of Land Records
Implementation of this Scheme is taken up by the Department with a view to removing the problems existing in the Manual System of maintenance and updating of Land Records so as to assist Developmental Planning and to make Data or Land Information accessible to Planners.
f) Base Map Survey of Nagaland
The main purpose of taking up this scheme is to give Technically usable Scale of Map for its Technical Planning and to enable Government Agencies to impart their Schemes for proper Development and implementation.
g) Survey Training Institute
The Survey Training Institute is an importance unit of the Directorate of Land Records and Survey which imparts Basic Training on Surveying to its Personnels. It also imparts training on Fundamental of Surveying, Map Reading and the importance of Land Records to I.A.S., N.C.S. Probationers and Border Magistrate. The Institute is now adequately equip with Modern Technology and as a result enhance/improve the quality of working system in the Profession of Survey, Land Records, Land Revenue and Settlement.
