Manual - I
Particulars of the Organisation, Functions and Duties
1. Introduction : This Manual have been compiled in the interest of Public in accordance to the Right to Information Act, 2005.
2. Name of the organization : Nagaland State Mineral Development Corporation Ltd.
3. Mission/Vision Statement : Mission - To exploit the huge mineral deposits for upliftment of the economic status of the State.
Vision – To industrialise the rich mineral deposit areas and convert the areas to commercial hubs by opening EXIM trade with our mineral products in exchange for other imported goods to and from neighbouring and other eastern countries.
4. Objective :
i) To search, inspect, prospect, examine, explore, get, win, mine, quarry, work, raise, beneficiate, concentrate, acquire, dress, smelt, refine, manufacture, process, fabricate, purchase or otherwise make marketable, sell, dispose of and deal in minerals and mineral substances of every kind; and the manufacture and sale of produce obtained thereby, chemicals, compounds of metals and minerals or other materials of every kind needed for or resulting from the mining, production, purchase or processing of minerals.
ii) To acquire by lease, licence, grant, assignment, transfer, or otherwise any grants, or concessions of any mineral fields, mines, quarries, mineral and mine contracts, works and premises from any person or persons, corporation, company, Government or local body in the /state or elsewhere.
iii) To purchase, take on lease or in exchange or under amalgamation, licence or concession, or otherwise acquire mines, beneficiation, mineral dressing, concentration and the refining plant, lands, buildings, workshops power house plant and equipment, machinery, sidings, locos, works and any other rights and privileges or interest therein and to explore, prospect, work develop, administer, manage or control and to turn to account the same
iv) To construct, execute, carry out, equip, improve, work, purchase or otherwise acquire, lease, develop, administer, manage, or control in the State or elsewhere, works and conveniences of all kinds which includes mines, beneficiation, mineral dressing, concentration and refining plant, quarries, ropeways, and all kinds of mineral base industries.
v) To develop consultancy services in the field of mining, quarrying, processing, dressing, concentrating, smelting, refining and others and act as consulting engineers and metallurgists in all fields of engineering and metallurgical, mining, chemical, electrical and civil engineering including in particular the work of selling, erecting, installing, operating, maintaining and repairing all types of plant, machinery and equipment.
vi) To under-take, carry on or cause to be carried on, and assist, contribute in any form, research in all fields, of geology, mining, metallurgy and engineering in India or elsewhere and to construct, execute, carry out, equip, improve, work purchase or otherwise acquire, hire, lease, develop, administer, manage, control in India or elsewhere laboratories, technical training educational institutes, schools or college.
5. Activities/functions of the organization :
A. BASIC APPROACH/GUIDELINES TO THE ACTIVITIES/FUNCTIONS:
The State Planning Board decided that Nagaland State Mineral Development Corporation (NSMDC) will be the main platform to initiate and promote economic activities in the mines and minerals sector, with the basic aim to promote and facilitate mineral-based industries in the State for economic growth along with increase in employment opportunities. The investments will also be justified by cost benefit analysis. The following strategies are adopted:
i) Sharing of responsibilities by involving the people/private sector in achieving the goals in the plan.
ii) Disinvestment and privatization of existing ventures.
iii) Promotion of mineral-based industries by facilitating the people/private entrepreneurs to exercise their individual/collective initiatives with requisite technical guidance and assistance from the Government through the Corporation.
iv) The existing units be quickly brought up to profitable operation to make them attractive for eventual disinvestment and privatization.
v) The possible viable mineral-based industries to be identified and promote/facilitate so as to generate economic growth and employment with full justification in quantified terms or in terms of cost benefit analysis.
B. STATUS OF MINERAL RESERVES IN THE STATE :
Nagaland is endowed with substantial deposits of various minerals which when properly explored and exploited will give a boost to the economy of the State. The main established mineral reserves comprise of (i) Petroleum & Natural Gas (prognosticated reserve of 600 million tonnes), (ii) Limestone & Marble (inferred reserve of 1000 million tonnes), (iii) Magnetite with Nickel, Cobalt and Chromium (5 million tonnes proved so far), (iv) Coal (inferred reserve of 50 million tonnes), (v) rich deposits of varieties of Decorative & Dimensional Stones and (vi) Other associated metals like Zinc, Molybdenum & other possible precious metals such as Gold and Platinum groups (within ophiolites and metasediments) in the eastern parts of Phek, Kiphire and Tuensang districts.
C. APPROACH AND STRATEGIES :
The approach and strategies adopted in respect of NSMDC as approved by the State Planning Board are as follows :
1. The existing units should be quickly brought up to profitable operation to make them attractive for eventual disinvestment and privatization.
2. The possible viable mineral based industries to be identified and promoted by involving the people/private entrepreneurs so as to generate economic growth and employment with full justifications in terms of cost benefit analysis and economic viability.
3. NSMDC to steadily change over from being a direct promotion/production agency to become a facilitating (including consultancy) and channeling agency for rapid establishment of viable mineral-based industries in the State from the Eleventh Plan onwards, availing Negotiated Loans from LICI and other Financial Institutions wherever possible, for which the following steps are to be taken by the Corporation:
(i) Provide technical information on the potential of minerals to the people,
(ii) Provide technical expertise including drawing up of appropriate Project Reports for exploiting such resources,
(iii) Provide guidance to tie up with other enterprises outside the State for marketing including collaborations for exploitation of minerals,
(iv) Guide and provide avenues for funding, specially Institutional finance, to the entrepreneurs,
(v) The possibility of NSMDC becoming a Financing Agency to be examined in this respect,
(vi) Examine the possibilities of disinvesting and privatizing or collaborating with private entrepreneurs in the present projects,
(vii) Training and capacity building of not only the Department personnel but also of the people as another important strategy,
(viii) Intensive co-ordination with other related Departments to ensure that necessary infrastructures are in place to exploit the mineral wealth of the State. In particular, co-ordination with the Rural Development Department to harness the potentials of the VDBs as producers or production agents for the ‘people oriented mineral development programmes’ and
(ix) Explore the means of laying down the framework for export of mineral resources specially the Limestone and Decorative Stones to South East Asian Countries.
4. To enter into Joint Venturing arrangements with Oil Companies for exploration and exploitation of oil resources in the State.
d. Identified viable mineral-based industries :
1. Limestone Based Industries : Apart from the operationalisation of the expanded Wazeho Cement Plant, the following projects have been identified based on the huge reserves of more than 1000 million tonnes of chemical grade limestone in the ‘Nimi Limestone Belt’ of Eastern Nagaland bordering Myanmar :
i) Export Oriented Unit Project of 3000 TPD (1 MTPA) Cement Plant under private sector or joint venture at Laluri/Nimi
ii) 200 TPD Lime Plant at Longpotrop (near Nimi).
iii) 20 TPD Calcium Carbide Plant, Dimapur.
iv) 18 TPD Hydrated Lime and 1 TPD Bleaching Powder Plant, Dimapur.
2. Decorative and Dimensional Stone based Industries : Stone, one of the rich resources of the State in terms of quantity, quality and variety, is proposed to be exploited to its full potential for use as a locally available and durable raw material in the building industry. Some deposits which abound are Marble, Gabbro, Spilite, Sandstone, Slate, etc. Besides promoting the two existing units of DDSPs the following projects will be pursued during Eleventh Plan:-
i) Small Decorative and Dimensional Projects: A “People Development Programme” (PDP) to promote and facilitate setting up of small scale units by private entrepreneurs based on local stone deposits is proposed to be continued during 11th Five Year Plan also. Project Reports have been drawn up for different stone units as deemed suited to the local deposits and proposals are being taken up for arranging assistance from external funding agencies like UNIDO, ADB, World Bank and National Organisations like NMDFC, NSTFDC, etc. for long-term, low-interest loans to be channelled to private entrepreneurs for this People Development Programme. Preparatory groundworks have already been started with the help of Experts/Consultants of stone industry from Rajasthan. Financing will be routed through and with collateral guarantee of the Village Councils/Village Development Boards as is being done in the case of the Canadian aided NEPED schemes. This scheme has the potentiality to bring about a revolution by helping local unemployed youth and bringing economic self reliance to the people.
ii) Export Oriented Units : NSMDC proposes to promote ‘export oriented units’ (E.O.U.s) in the form of medium-sized Stone Processing Plants with Gang Saws and Tiling Plants in the private sector for trading in raw minerals as well as processed products based on the huge limestone/marble and other decorative & dimensional stones in the South-eastern parts of the State.
3. Oil & Gas and other minerals :
Efforts to promote oil & gas production and export other precious minerals will be continued.
i) Oil & Natural Gas : The State Government decided to participate in exploration and production of oil and gas through its PSU (NSMDC) and promote gas-based petrochemical industries by facilitating private entrepreneurs to take up viable projects or undertake joint venturing with other companies wherever required.
ii) Nickel-Chromium-Cobalt bearing Magnetite Project: Based on the R&D works being carried out by National Metallurgical Laboratory (NML), Jamshedpur, it is proposed to promote/facilitate a commercial project in the private sector. In case of necessity, joint venturing with a maximum of 10% equity participation may be considered.
iii) Small Scale Coal Mining : In order to facilitate scientific small scale coal mining units in the private sector (to overcome the prevailing practices of ‘rat-hole mining’ by local landowners), a model small scale Coal Mining Project is proposed to be taken up in Changki/Merakyong area to be followed by promotion of similar units in other small coalfields in the ‘Belt of Schuppen’ along the foothills in Nagaland.
4. Mineral Industry Growth Centre :
Nagaland has got substantial reserves of various minerals which are yet to be exploited. In order to promote tiny scale mineral and stone based industries and generate employment for the educated youths and introducing its viability to local people, NSMDC is to initiate, and establish pilot plants which will be used as demonstration units as well as earn its maintenance costs and train intending entrepreneurs. Therefore, NSMDC has come out with a proposal for setting up the Mineral Industry Growth Centre (MIGC) in the plot available at Lerie, Kohima. Initially the centre will consist of administrative building and hostel type barracks for accommodating trainees & workers, electrical sub station, water supply and general multi unit factory sheds such as stone engraving by sand blasting technology, hollow block making with stone dust, brick (stone) cutting/making, artificial pebble making, etc. The DPR cost of the project has been worked out to be Rs.612.00 lakh.
The establishment of MIGC at Lerie is under review for relocation at Industrial Development Centre at Peducha.
5. Brief Status Report on 150TPD Mini Cement Plant, Wazeho :
The 50 TPD Mini Cement Plant Wazeho which was initially sponsored by North Eastern Council (NEC) was upgraded by addition of a 100TPD Unit and also modernized the 50 TPD Unit. This expansion and modernization work started in June, 2004 and completed in May 2008. Total amount of Rs. 22.22 crores was invested for this Project by the State Government by availing Negotiated loan spreading out in six years from Life Insurance Corporation of India (LICI) and HUDCO.
The Plant was inaugurated on 28th June 2008 and trail operation was carried out which continued for more than a month. Trial operation had to be stopped because of some teething problem in Raw Mill and Kiln section, which is already replaced and rectified. The Cement Factory is now ready for operation of commercial production.
As per the policy of the Government, this Factory was also to be privatized for operation on lease basis, which should generate more employment opportunities, more productivity and produce better quality Cement thereby expected to give more revenue to the state. Accordingly, advertisement for privatization was published in National Papers sometime in 2006 where one Private firm from Nagpur responded. The Firm’s representative visited the Factory site thrice but backed out citing other commitments.
Another Private Firm from Kolkata showed interest in taking over the Factory and an M.O.U. was signed on 30th May 2008. Unfortunately, even after more than 1½ years, the firm hardly did anything for taking over the Plant. In this regard, a meeting was held on 3rd February, 2010 in the Office Chamber of the Hon’ble Chief Minister wherein, all details were discussed and decided to terminate the M.O.U., so that other interested Private Companies come in to take over the Plant.
The only cement Factory in the State is now lying idle for want of operation by some Private Firms.
6. Mineral Deposit Link Roads (Roads of Economic Importance) :
NSMDC had taken up construction of three Mineral Link Roads, connecting three important Mineral Deposits in the State as mentioned below:
i) The Wazeho-Satuza Road:- The Limestone Deposits at Satuza, Phek, (Phek District) is being linked up with an eight Km (8Km) Mineral Link Road from the existing Wazeho Road.
ii)The Zipu-Moke Road:- The Black and White Marble Deposit at Moke (Phek District) is being linked up with a nine (9Km) Mineral Link Road from the existing Akhegwo – Phokhungri/Avangkhu road at Zipu.
iii) The Laluri-Nimi Road:- The biggest Limestone Deposit at Nimi (Kiphire District) is being linked up with a 20 Km Mineral Link road from the existing Wazeho-Laluri road at Laluri Village (Phek District).
About 70% of the three roads have been completed till date. The target is to complete all the three roads by the end of May 2011. The Project is financed by the Ministry of DoNER under NLCPR Scheme. These three Mineral Link Roads will facilitate further exploration and development of important Mineral deposits and establishment of mineral based industries in the State.
7. Promotion, Facilitating, Channelising Activities :
NSMDC proposes to undertake effective steps to motivate and involve the people/private sector in the field of mineral exploration while strengthening itself, so as to further contribute towards the resource base and economic growth of the State. The theme will be to promote industrial activities in the private sector in the State by motivating them.
Further, programmes to facilitate/attract investments from outside, disinvestments/privatization, promotion of joint ventures wherever necessary, entrepreneurship development of local educated unemployed youth, training and capacity building of the officers and staff of the Department as well as the intending entrepreneurs, involvement of the landowners and the villagers for exploitation of the mineral resources as well as contributing necessary R&D/consultancy works and establishing funding/marketing linkages with national/international organizations shall be taken up by the Corporation. Since such works will require resources which is a constraint with NSMDC at present, the Government has already approved in principle to provide a ‘Corpus Fund’ to give a boost to the various efforts necessary.
Intensive co-ordination with other related Departments such as (i) Industry, (ii) Roads & Bridges, (iii) Power, (iv) Rural Development, (v) Transport & Communication, (vi) PHE, (vii) Medical, (viii) Education, etc. is deemed essential as without the necessary infrastructure in place, the efforts to exploit the mineral wealth of the State even with the involvement of the people would become a futile exercise. Therefore, the action plan of co-ordination with other sectors will invariably form an essential part of the Departmental/Corporate action plan.
The Department of Geology & Mining/NSMDC has also been given the responsibility to explore the means of laying down the framework for export of our mineral resources specially the Limestone and Decorative/Dimensional Stones to South East Asian Countries.
8. ACTIVITIES DURING 2010-2011
The main activities of the Corporation during 2010-2011 are as follows :
1. Direction and Administration.
2. Privatisation or operation of Wazeho Mini Cement Plant with expanded Capacity.
3. Operation of the Decorative Stone Plants at Chumukedima (Dimapur) and Wazeho, till
privatization.
4. People Development Programme (PDP) to promote and facilitate setting up of small scale
Stone Processing Units in private sector.
5. Promotional activities for rapid establishment of mineral-based industries in the State.
6. Completion of Mineral Deposit Link roads to Moke, Satuza and Nimi.
7. NSMDC proposes to take up construction of two major bridges with an estimated cost
of Rs.20.20 crore in the Mineral Link road, connecting Nimi Limstone Deposit. The project
have been retained for funding under NLCPR.
8. NSMDC proposed to take up three other Mineral Link-Roads, namely:
i) Molen Village – Molen Limestone Deposit: 10Km Mineral Link Road to Link-up the
Limestone Deposit at Molen estimated for Rs.7.94 crore (SOR 2008)
ii) Pungro – Pokphur Road: Upgradation of 28Km existing Road, connecting the Magnetite deposits at Pokphur estimated for Rs.14.16 crore (SOR 2008)
iii) AkashBridge -Wazeho: 36 Km Road, connecting Wazeho, (the rich Mineral area) with the State Highway at Akash Bridge estimated for Rs.28.80 crore (SOR 2008)
With good prospect of Oil & Natural Gas in the State, NSMDC proposed to take up Commercial venture in Oil exploration and production in joint venture with Private Companies to earn revenue and to generate employment opportunities in the State.

4. Purpose for which granted A: To let all the citizens of the two villages get benefit of
cutting, polishing their own stones turn by turn on
rotation and sell the cut/polished stones at higher
prices.
B: To enable the youth to earn their livelihood
5. Eligibility A & B: Any village having good quality and sufficient Stone
Deposits approachable by existing roads and proximity
to towns to sell the products.
6. Criteria for the eligibility A : Having good quality stone deposit (Massive, without
crack, fine grains, uniform colour, minimum or no iron
content) and citizens having experience in stone works.
B : Having sufficient stone deposits educated unemployed
youth capable of raising 25% of the cost of Project etc.
7. Pre-requisites A : Availability of fund in N.E.C. under its SPINE Scheme.
B : Availability of fund with NSMDC, specially of corpus
fund.
8. Procedure to avail the benefit : a) Project Proposal to be submitted by PDPC under
Geology & Mining and NSMDC.
b) State Planning Department to approve it and forward
it to N.E.C. for sanctioning.
9. Time limit for concession/ : As per the State Government’s Calendar of works
Permit/Authorizations programme
