Introduction: - The NST was establish during 1964-65 with the objective of providing reliable, co-ordinate and affordable passenger bus service to the general public while also to generate revenue. The Department is part taking as Nodal Department for operation of Helicopter service in the state for air connectivity. Besides, the department has established Driver Training Institute whereby aspiring candidates were trained facilitating them to procured Driving license.
Achievement. - The Department has owned land and building at almost all District Head Quarters besides all major sub-divisions in the state. During 2009-10 the Department has completed construction of workshop at Phek, Booking Counter, Garage and 2(Two) units staff quarters at Tamlu, Garage and 2(Two) units staff quarter at Longleng, Garage and Booking counter at Chuchuyimlang. The Department during 2009-10 have achieved Annual revenue of Rs.1193.00 lakhs.
Target Achievement: - During 2010-11 the department is targeting to complete the construction of commercial complex at Wokha, construction of AGM’s office cum shopping stalls at Zunheboto, construction of sub-station office cum retiring rooms at Imphal, up gradation of Central workshop building and yard at Dimapur, construction of Helipad in all district head quarters, conversion of Central Workshop NST Dimapur into Bus Station and commercial complex. Acquisition of land and construction of station building, garage and staff quarters at Longleng, Peren and Kiphire.
Construction of Inter State Bus Terminus at Kohima and Mokokchung under NEC scheme and expected to be completed during 2010-11. Construction of Inter State Bus & Truck terminus at Tuensang have approved and sanctioned by Ministry of urban Development, GOI under centrally sponsored scheme during 2009-10. The Department has projected revenue earning of Rs.1274.00 lakhs during 2010-11(Budget Estimate) as fixed by Planning Commission of India during 2010-11.

3. The procedure followed in the decision making process, including channels of supervision and accountability:
The Decision making process essentially consist of examination of each case in the subject matter Division concerned in the Department in light of the relevant rules, regulations and policy guidelines; and obtaining approval of the appropriate authority in the hierarchy to a particular course of action. It also entails carefully weighing pros and cons of the various aspects of the issues under consideration so as to arrive at a feasible decision. The Administrative hierarchy section wise for deciding cases is given at Annexure-I. The normal channel for submissions of cases and their final disposal rest with the General Manager, Nagaland State Transport for minor cases and major cases at the Government of Nagaland level. The functionaries at each level in the hierarchy are required to examine cases in a fair and objective manner and are accountable to that extent.

The documents that are held by the Department of Nagaland State Transport or are under its control can be broadly divided into following categories.
1) The documents relating to policies, programmes and schemes implemented or proposed to be implemented by the Department.
2) The documents relating to administration, establishment and personnel maters in so far as this department is concerned.
3) The documents relating to financial and budgetary aspects of this department.
4) The documents relating to Acts, Rules, Regulations, Guidelines etc connected with the matters handled in this Department.
5) The documents, which are informative in character and help formulation of policy and programmes. These include evaluation reports, research papers etc relating to NST.
6) The documents, which are required to be placed before the state Assembly as, mandated under the relevant statutes/ instruction falling within the purview of this department.
7. Particulars of any arrangement that exist for consultation with the members of public in relation to the formulation of policy and implementation in the office of the General Manager, Nagaland State Transport.
Public feedbacks are submitted directly to the Head of the Department or through the various Stations and Sub-stations officers. Such feedbacks are incorporated in policy decisions subject to approval of the State Government.
