URBAN DEVELOPMENT DEPARTMENT   

i)            Particulars of the organization, functions and duties

Name of the Organization:

a.      Secretariat

                        The Department of Urban Development is headed by a senior Cabinet Minister of the State who is assisted by Secretary  along with a team of officers and staff from Nagaland Civil Service (NCS) and Nagaland Secretariat Service (NSS) cadres (present strength of two NCS officers as Under Secretaries, one NSS officer as Under Secretary, two NSS officers as Section Officers (SO) and four NSS Officers as Junior Section Officer (JSO)) including other Grade-III and Grade-IV staff in the Administrative Department level with its office at Kohima. The Department which functioned under the Planning & Co-ordination Department (General Branch) headed by Development Commissioner was segregated from General Branch during 2006.  Since then the Administrative Department functions as an independent and full-fledged Department catering to the need of the people of the state in providing infrastructural facilities to the urban populace in conformity to the various guidelines and safety measures adopted and prescribed by the Government of India.

b.      Directorate Office.

The Directorate of Urban Development is headed by Director with its head office at Kohima, which was initially established in 1967 as Town & Country Planning Department and became a full-fledged Directorate under the nomenclature of “Office of the Chief Town Planner” in 1984. Again Vide Government Notification No.UDD/Estt-57/07 Dated: Kohima the 21th Nov’ 2008, the nomenclature has been changed to the Directorate of Urban Development.

The Directorate has its subordinate district offices as under:

1.      Dimapur: Office of the Urban Development Officer (UDO).

2.      Mokokchung: Office of the Urban Development Officer (UDO).               

3.      Tuensang: Office of the Assistant Urban Development Officer (AUDO).

4.      Mon: Office of the Assistant Urban Development Officer (AUDO).

5.      Wokha: Office of the Urban Development Officer (UDO).

6.      Phek: Office of the Urban Development Officer (UDO).

7.      Zunheboto: Office of the Urban Development Officer (UDO).

Although some activities have already been extended to the 3-newly created districts, it is yet to open its offices in these new districts. As a temporary arrangement, Kiphire district is been looked after by the AUDO Tuensang, Longleng by UDO Mokokchung, and Peren is looked after by UDO Dimapur. Proposal is under submission to the Government for creation of new posts to enable the Department for posting to these new districts.

 

Location of the Office:

The Office of the Director is presently located below the Office of the Accountant General, Nagaland Kohima. The new Directorate building is under construction in the New Capital Complex which is expected to be completed by later part of 2010. The present office can be reached by local taxi as well as city buses plying from P.R Hill Junction to A.G. The Departmental bus is used for picking and dropping the staffs.

 Vision of the Department:

The Vision of the Urban Development Department is to bring about Planned Development of Towns in Nagaland by way of implementing the Master Plan, Development Plans and other related projects and schemes.  

Functions and Duties:

As enshrined in the Nagaland Town and Country Planning Act 1966, the primary function of the Department is the preparation of Master Plans and Development Plans for development of urban areas of the state. Accordingly, the Department has prepared the Master Plans for all the district headquarters of the State (Except Longleng & Peren) including the   New Capital Complex. However, most of these Master Plans are in the process of revision. The Department also performs the following functions:-

i)                   Implementation of Centrally sponsored schemes under 10% lump sum provision for the North-East States.

ii)                Implementation of Swarna Jayanti Sahakari Rozkar yojana (SJSRY) which is a Centrally Sponsored scheme for Urban Poverty Alleviation which is implemented in the ratio 75:25 between the Central and the State government.

iii)              Nodal Department for Implementation of Jawaharlal National urban renewal Scheme (JNNURM)

iv)              Nodal Department for Urban Infrastructure Development Scheme for Small & Medium Towns (UIDSSMT) and Integrated Housing & Slum Development Programme (IHSDP).

v)                 Implementation of Town Protection Scheme in the entire District Headquarters which is a State-sponsored scheme.

vi)              Implements Development of Small & Medium Towns (DSMT).

vii)            Nodal Department for Asian Development Bank (ADB) assisted project for the North-East capital towns.

viii)         Implementation of Schemes under Systematic Infrastructure Development for Kohima.

ix)               Provide assistance to Local Bodies and Development Authority of Nagaland.

iii)        The procedure followed in the decision making process, including channels of supervision and accountability.

Decision Making Process:

All correspondences/papers for the Department are endorsed by the Director to the respective section such as: Establishment, Accounts branch, Technical branch, Urban and Regional Information wing, Technical Branch, UDD Engg Wing from where it is further endorsed to the respective officer concerned. Accordingly the files are processed from each wing with observations and put up to the Director. For all important matters, the Director generally discusses the matter with the concerned officer and takes the final decision.

However incase of all major and important issues, the Department has the tradition of taking collective decision through meeting of the officers. However, the final decision making authority vest with Director.

Project proposals/schemes emerging from the districts are submitted by the respective District Unit Officers, the schemes which are selected generally as per the provision of the guidelines of the schemes. These proposals are then consolidated by the Nodal officer at the head office and forwarded to the Engineering Wing (UDD) for preparation of the necessary technical estimates followed by advertisement of Notice Inviting Tender (NIT) and issue of work order. In the meantime, these consolidated proposals are sent to the government for sanction and Administrative Approval.

Supervision:

At the field level, the concern officers/staffs are responsible for all supervision. Lapses if any are brought to the notice of the concern higher level officer, who in turn brings to the notice of the Director if the need arises. In case of larger projects especially the Centrally Sponsored Schemes, the Director himself along with the officer concern and UDD Engg Wing perform routine visit and supervision which has improved the quality of works satisfactorily over the past few years. Necessary suggestion if any for the improvement of works are generally instructed in such occasions. From time to time, concern officer reports the progress of the works in the form of Quarterly Progress Report to the Head Office. On completion of the works, Completion Certificate is issued on the basis of which final bill is released.

From time to time the Director holds review meeting to monitor the progress of the various programmes and works under the Department.

Accountability:

The officers’ in charge for different works are made accountable for disposal of works on time.

iv)        The norms set by it for discharge of its functions

From time to time, the Chief Town Planner issues the Notification on distribution of works to various officers/staffs, the details of which is available with the Establishment Branch of the Department.

Similarly under Town Planning Works Division, the Executive Engineer from time to time issues notification on assignment of works to officers and staffs.

In the case of the District Unit Officers, the Officer incharge issues notification from time to time the assignment and distribution of works.
