Manual - I
Particulars of the Organisation, Functions and Duties
1. Particulars: The Commissioner Nagaland, who is also the Commandant General of Village Guards in Nagaland is the overall head of the organization in the State.
a. At the District level the following are the controlling authorities:
i. Tuensang : Commandant VG, Tuensang.
ii. Mon : DC as Ex-Officio Commandant
iii. Kiphire : DC as Ex-Officio Commandant
iv. Longleng : DC as Ex-Officio Commandant
v. Meluri : SDO (C) Meluri as Ex-Officio Asst.Cmdnt
b. Below the Ex-Officio Commandants of Mon & Kiphire are one Dy. Commandant each, whereas, under Tuensang, & Longleng are Assistant Commandants and under Meluri sub-division SDO (C) Meluri is the Ex-Officio Assistant Commandant VG.
About the Village Guard Organization in Nagaland: The traditional Naga Morung is a Unique and epoch-making in the history of human evolution. It was of paramount importance because Nagas lived in Morungs and guarded their villages against enemies from time immemorial. Young people were trained in various arts and techniques of war and proved themselves as warriors through bravery and heroism in defense of their villages. They performed duties as “a watch dog” so that invading enemies were prevented from intrusion and defended their villages. This was a part of social and cultural life of the Nagas ever since the dawn of history.

Powers & Duties of Officers & Employees:
The main duty of the VGs is to protect and defend the frontier villages, in other words, their own villages. They can make arrests and apprehend criminals. The also perform ROP duties and Provide Guard of Honour to VIPs.
a. Officers:
i. Commissioner Nagaland: The Commandant General VG is the overall head of the VG Organization in Nagaland. Under him are the Commandant Tuensang, Deputy Commissioners of Mon, Kiphire, Longleng and Phek, who are the Ex-Officio Commandants of VG for their respective districts. The Office of the Commissioner Nagaland is the controlling office for VG Organization in Nagaland, where all matters relating to finance, appointments, purchase, promotions, and other establishment matters, etc., in regard to the VG Organization have to be routed through before consideration by the Government. Other than those areas where local purchases are necessary, this office does all the purchases for the entire VG Organization such as Vehicles, Arms & Ammunitions, Furniture, Materials & Clothing, etc. It is then distributed to various VG Offices/headquarters as per requirement. Budget sub-allocation is also carried out by the office of the Commissioner Nagaland for various DDOs under VG Organization. To assist the Commissioner Nagaland in the discharge of his duties in the office, at present, there is one Deputy Commissioner (HQ), one Addl. Deputy Commissioner (HQ), one Extra Assistant Commissioner (HQ), one Accounts Officer and a host of Ministerial staff from that of a peon/sweeper to that of a Registrar.
ii. Commandant VG: The Commandant VG heads the district VG Organization setup and report directly to the Commandant General VG Nagaland. All other VG Officers in the district come under their respective Commandant. The duties assigned to a Commandant is to mainly assist the administration in the maintenance of law & order in the district, especially in the interior villages, detail Road Opening Party, Guard of honour to VIPs, Guides, etc. Most importantly the Commandant is entrusted with the task of looking after the welfare of all the officers, JCOs, NCOs and jawans under him.
iii. Deputy Commandants: At present there are 2 (two) Dy.Commandant VG, one each at Mon and Kiphire. The Dy. Commandant functions as the DDO for their respective districts and most of the times represent the Ex-Officio Commandants (DCs) at the VG officers’ meetings. He is reports to the Commandant VG of the district. Below his are the Assistant Commandants.
iv. Assistant Commandants: Asst. Commandants are the officers-in-charge for their respective areas. Only in the case of Longleng, Phek and Tuensang, the Asst.Commandant reports directly to the Ex-Officio Commandants, i.e., the DC Longleng/Phek and the Commandant VG Tuensang respectively, all other Asst. Commandants report to the Deputy Commandants.

The procedure followed in decision making process including channels of supervision and accountability:
Requirements are proposed at the district levels and forwarded to the Commandant General through the Commandant VG Tuensang. The final decision in most matters is taken by the Commandant General after due verification process. Regular VG officers’ meetings are held with the Commandant General and during such meetings officers put up their requirements. After thorough discussions on the matters at hand, decisions are also taken.

Norms set for discharge of its functions:
Each Government servant is bound by various rules and regulation set by the state Government rules for Executives business with amendment from time to time, Various government orders, office memorandum, Handbook of office procedure etc are few of the basis on which the subject matter contained therein act as norm for discharge of its function.
Commissioner office has introduced the computerized biometric attendance system for effective attendance of its employees so as to discharge its duties and functions in the interest of public service.

There are no particulars of any ready made arrangement that exist for consultation with or representation made by the members of the public for formulating a policy or implementation thereon. However, the VG organization, based on inputs from the village authorities, acts in apprehending criminals/anti-social elements

There are various committees and Boards consisting of two or more persons constituted as its part or for the purpose of its Advice.
i. Departmental promotion committee to take up promotion/regularization cases of employees.
ii. Committee to look into the provision under assured career progression scheme for its employees.
iii. Delivery Board for examination of items received from the Government suppliers.
iv. Vehicle condemnation Board
v. Office equipments/furniture condemnation board
vi. Screening Committee for taking up promotion cases which are taken up in the Government level.
vii. Any other committee that is either appointed by commissioner Nagaland or by the State Government involving officers of Commissioner on any pertaining issue.

The monthly remuneration received by each of its officer & employees including the system of compensation as provided in regulations:
Monthly remuneration received by the officers and employees under VG organization is seen in the Annexure A.
Except for the officers and JCOs and ministerial staff, all other ranks of the VG organization are paid a monthly honorarium of Rs.500/- (five Hundred) only added to which is the rank pay and Rs.100/-, which is the premium paid to LIC for the Life Insurance Scheme (GSLI).

Information are made available to the citizen from an all office working days except on Wednesday. Display of Notice Board, Circulars, Press releases through media, Website of Commissioner offices are some of the facilities made available to its citizen other physical facilities in the office of Commissioners include Parking lot, Canteen facility on payment, Clean Toilet with running water, Waiting room etc for the citizen.
